How difficult is the PDVL Test?

So just how difficult is the PDVL Test?

Last week, I went to attend a whole day PDVL course last week at Singapore Taxi Academy. Today I went to take the PDVL Test! There are two papers to pass in order to obtain the PDVL. You need to score distinction in order to pass the test!

In order to pass the PDVL Test, you will need to pass 2 papers:
Paper 1 : 50 Questions (80% in order to pass) meaning you need to get 40 questions right!
Paper 2 : 50 Questions (86% in order to pass) meaning you need to get 43 questions right!

I didn't have time to study for the book and course materials given by the instructor. I was planning to study 6-8 hours the night before but i kept on driving and when i got home. I mingled with my children and tuck them to bed. (They are more important than the PDVL test!)

Afterwards, i felt too tired and changed my attack plan. I decided to sleep early but wake up much earlier to study and revise. I woke up at 6 am (usually 8:30am), took my breakfast and head out STA. I stopped my car in a parking lot beside the road of River Valley, just a right turn to reach STA. Wind down my windows and started reading. I then realized there was so much chapters and notes to go through! I was going through everything really fast and then repeat and repeat until 8:45 am. I started my car, make a right turn to The Herencia, parked and head towards level 4 to STA.

Again, i was much earlier than most people. Duh! The test starts exactly at 9 am but if you are late, do not give up on coming as it seems that they have 15 minutes grace for the late comers! There is a big sized handsome young man watching over for my test, make sure your dress code is correct.

Dress code :
1) Collar T-Shirt/Shirt
2) Long Pants
3) Covered Shoes

Also, you need to SWITCH OFF your mobile phone, not silent mode! There is a box beside the tablet for you to put either your NRIC or Driving License for identification purpose and also your mobile phone inside. There are many tablets on the table and you will use the tablet to take your test. No more pen and papers!

You will need to key in your NRIC number and D.O.B on the tablet. Press login, check your particulars, click on "Paper 1 or 2", "Continue" and "Start Test" when the big sized young man says it is okay to start.

I heard from the instructor that there is 600 questions in the pool and the system will randomly pick out 50 questions for your test, so it is meaningless to peep at the person beside you.

During the test, you can choose a checkbox "Revisit Later" at the bottom of the screen for the questions you are unsure and proceed with other questions first. Afterwards, there is two box at the bottom of the screen for you to click . One is "Revisit Questions", another one is "Unanswered Questions".

After you are done with the questions you can answer, remember to check the two boxes below are clear in case you missed out any questions you did not answer! After you answered the questions that you have ticked for revisit, make sure you un-check the tick. Finally, when you are sure that you have all questions answered, just tap on "End Test" to submit the test and wait for your results.

Paper 1
Paper 1 test is on Service Quality, Health and Safety. The things you need to read is the photocopied notes given by the instruction:

a) Section 1.1 - Service Quality, Health and Safety.
b) Driving in Singapore from Mighty Minds (Yes the thick book!)

I completed the Paper 1 in about 30 minutes and passed the test surprisingly! Here are some questions i saw on my test. It may or may not show up for your test as the questions are randomly selected from the pool of 600 questions.

1) What are the 5 key factors of Quality Chauffeured Car Services?
2) Where to display the fares?
3) What is surge pricing?
4) What is the driver's age to drive PHV?
5) What is domestic terrorism?
6) Who are licensed professional chauffeurs?
7) Why does terrorism, racial and religious incident affect you?
8) What is a good driver?
9) Where to stand when assisting a disabled person?
10) What is the healthy level range for BMI?

Paper 2

My next test is Paper 2 which starts at 10 am. I finished paper 1 early than expect have 30 minutes left so i immediately took out the notes for Paper 2 and started reading and memorizing like crazy.

Oh boy, paper 2 is no joke. Paper 2 test is about Rules and Regulations. According to the instructor, the questions are also randomly selected from the pool of 600 questions. It is very important to read the photocopied notes given by the instructor :

a) Section 2.1 - Rules and Regulations (PSV)
b) Section 2.3 - Rules and Regulations (PHC)
c) Section 2.4 - Rules and Regulations (Chauffeured Private Hire Car and Taxi Vocational Licence Demerit Points System)

A lot of questions will come from c) Section 2.4 - Rules and Regulations (Chauffeured Private Hire Car and Taxi Vocational Licence Demerit Points System). The test will ask you questions regarding the penalties of the offenses

Easy ones for like this:
What is the penalties for soliciting for passengers?
1) Fine
2) Demerit Points
3) Fine + Demerit Points
4) Fine + Demerit Points + Suspension

Tough ones are like this :

What is the penalties for soliciting for passengers?
1) Fine $200
2) Fine $500 + 5 Demerit Points
3) Fine $200 + 5 Demerit Points
4) Fine $500 + 12 Demerit Points

I can tell you that there is no shortcuts for Paper 2. You really have to memorize hard and the questions are tricky as well so read properly before you answer. For example:

Tricky ones:

Which of the following is false when you need written permission of the Registrar to install equipment for your private hire car?

1) Smart Phone

2) Radio

3) Television

4) Acoustic equipment

So please allow more time to read and memorize for Paper 2. 

The failure rate for my class is quite high so this is no walk in the park!

Failed! Paper 2 is very difficult!

What to do if i fail the test?

It is not the end of the world if you failed the test. For my case, i completed my paper 2 in 30 minutes or so. When i saw that i failed my paper 2, I quickly left the test room and went to book a retest for 12 pm. My "classmate" came out late and book for retest but the slots were fully booked so he had to take the retest at 2 pm.

There is a administrative fee of $10 for booking a retest. The test paper is $5. I booked only for paper 2 so i paid $15 before GST. Including GST is $16.05. 

If you failed both papers and book for retest for both. They will only charge you one time administrative fee so it will be $10+$5+$5 before GST. So if you fail paper 1, do not go and book for retest first. 

My Lunch At STA

Uber's staffs was kind enough to come walk around asking people to go and take the buffet that was provided by them have while i was plunging my head in the notes to prepare for Paper 2. I did not see the staffs from Grab doing this so +1 to Uber for being considerate and reaching out to us drivers. Their buffet starts at 11 am so if you happen to be there for the test, remember to go and take your free lunch buffet from Uber!

Do you want to be a Grab/Uber Driver? Read this first before you decide. After 1st July 2017 edition.

How i became a Grab/Uber driver?

I took a 2 year break from my work to spend time with my children. After 2 years, things start to get a bit boring as my child now goes to school and so i want to rejoin the workforce. I don't know about you guys but i find it difficult to get a job interview.

It happened one day my friend told me he was driving for Uber and asked if i was willing to give it a try. I have my own car and it was fully paid because the car was 9 years and 9 months old. I thought why not i give it a try while looking for "the next thing" and this is how I got started. By now, I have been driving for Uber and Grab for 3 months or so. 

What timing and how many hours should i drive for Grab/Uber?

TDLR; I drive daily from 10 am to 8 pm on weekdays and off on weekends.
Sounds like office job hours?

After i send my wife to work around 9 am, i will go take breakfast and by the time i turn on the driver app, it is 10 am in the morning. I will drive until 1 pm or so before i take my 1 hour lunch break and resume around 2 pm. Then i will carrying driving until 5 pm or so and take a short tea break before carrying on driving until 8 pm and knock off. 

Imho, i think there isn't a specific timing to drive. It all comes down to what timing is suitable for you and the timing you like. However, i would recommend to drive split slots from 6 am-11 am and 5 pm-10 pm. This way you can make full use of the peak hours and hopefully get the most out of the 10 hours of driving. 

Uber surge/boost

Of course, you can drive as many hours as you wish. I have seen people doing 15 hours per day and they make much more than i do. As a benchmark, one should be expecting around $25/hour gross of driving. Some make more, some make lesser.

For me personally, i like to work like office hours so i can go home and accompany my kids and wife.

How much can I make driving Uber/Grab?

I will use myself as a benchmark for you all. As said, i drive only on weekdays 10am to 8pm daily. Take note that this is 10 hours duration but actual driving online hours are about 8 hours.

I usually make around $200 gross per day.
Including incentives, i get about $1200-1300 per week.

That makes it $4800-5200 gross per month. 

Minus off the cost of driving, I take home nett about $3000-4000 per month. 

Earnings per week on Uber / Not including on Grab

I know some people drive way more hours than me and makes those $6000-$8000 figures.

So it is possible to have a decent income but do take care of your health!

The Cost Of Driving For Uber/Grab?

You need a car to start driving obviously right? You can choose from hourly rentals, monthly rentals, relief driver, own a car. You also need to consider the fuel consumption, road tax, parking, insurance, car maintenance. When you rent a car, you do not have to pay for road tax, insurance and car maintenance.

Hourly Rentals

Most common choices are from smove, tribecar, whizzcar. You do not have to commit to a rental contract of six months and do not have to pay for season parking. Just pay for the timing you want drive, go to the collection point to collect and return back when done. Each provider have different rules when it comes to collecting, returning and fuel usage. I have only tried Tribecar for Grab and i find their rates are quite reasonable. You have to put a $100 deposit with them and they will only refund you like 3 months later after you do not want to rent their cars anymore. Their cars are usually the older models and fuel economy isn't that great, about 10km/ltr. You just have make sure the tank isn't in reserve when you collect and return. You will lose out if you topup the fuel tank to full when you return!

Monthly Rentals

There is the well known LCR and third party rental companies you can find on Carousell etc. These companies usually have a six month contract and requires a upfront deposit of $500 to $2000. Daily rates starts from $39 to $80 depending on what car you choose. You have to buy season parking because you can drive the car home and use it for the entire duration. Some companies like LCR do not allow you to drive for Grab but they might offer a cheaper rental rate or incentives for the drivers. Renting from those third party rental companies can drive on both sides. You can send the car back to the rental company for car maintenance and repairs without paying for it.

Relief Driver

You can find someone who is renting or own their car to be a relief driver for them. Who can drive for 24 hours a day right? You can ask on some forums or chat groups and find people that wants to look for a relief driver to lessen the burden of renting/owning the car. The "owner" might be driving on morning shift and you can use the car on the midnight shift. If the "owner" rents from LCR that only allows the car to drive only for Uber, you cannot use the car to drive for Grab. 

Owning a car

Pretty straightforward, you buy a car. Pay for everything on your own. Season parking, fuel usage, insurance, road tax, car maintenance, repairs, and interest on loan if you took a loan. I took a commercial loan at 3.5% per annum and commercial insurance of $1400 per year after 20% NCD.

Fuel Consumption

I used to drive a Honda Stream before the COE expired and i am driving a Toyota Prius now. 

The fuel consumption for both cars are very different.

Honda Stream - 10km/litre

Toyota Prius Hybrid - 25km/litre

I clock about 300 km per day on average and that equates to 30 litres for my Honda Stream or 12 litres for my Prius. Convert this to dollar and cents on fuel cost per day on RON 95 from Shell before discounts:

Honda Stream - 30L X $2.13 = $63.90

Toyota Prius - 12L X $2.13 = $25.56

Fuel cost difference per day : $38.34

Fuel cost difference per month : $38.34 X 30 days = $1150.20

So should you get a fuel saving car at a higher rental cost or ownership? It really depends on how many hours are you putting on the road. If you are a part time driver that drives for little hours, clocking little mileage then the fuel savings might not be able to offset your higher cost of rental or ownership. Of course this amount of fuel cost can be further reduced with Petrol discount cards such as CitiBank Shell Card or DBS Esso Card etc.

For the case of my own Toyota Prius. I calculated it to be about $1200/month including depreciation, road tax, insurance, servicing, offsetting aside for occasional repairs etc. I do not drive on weekends so my petrol cost is about $500-600 per month after petrol discounts. As i mentioned earlier, i take home $3000-4000 per month with a ownership of a car for my family use.  

The Bad and the Ugly

"Your face" : Private Hire Car Decal

Since LTA enforced the private hire vehicle to stick a blue decal on the cars for private hire usage cars, many premium car owners (mercedes, bmw, audi) gave up using their cars for private hire usage. The owners of these premium cars may or may not be driving on their own for private hire but might be renting out their cars when they are not using it. With the decal rule in place, many owners gave up to use their cars for private hire usage because "no face".

I have seen a few cars on the road that made the decals of their car to be "removable" using scotch tape and even velcro tapes. They must be pretty ashamed of being a private hire car driver. Take note it is an offense to tamper with the decal and according to Uber website.

If you are going be ashamed of making a living by doing honest work of being a private hire driver, maybe you should not consider of being as one because it is not worth it to risk tampering the decal from LTA. 

Income Tax

I have no experience with this yet but from what i gathered from other fellow drivers. Being a private hire driver is not able to deduct your car rental/ownership, fuel usage and other cost when you submit your income tax. Meaning you will be paying tax calculated from your gross income. If this is not true, please share with me how to deduct the cost from our gross income when we have to submit our income tax return!

MediSave

Being a private hire driver, the income is considered as trade and is defined as a self-employed person, you will have to contribute to your Medisave account if your yearly net trade income is more than $6000. Different age group will contribute different % . You can apply to pay by instalment instead of paying in a lump sum. For example, for my age group at 9% , if i make $48,000 that year, i have to contribute $4320 to my Medisave account!

CPF & Benefits

Unlike a regular job, you do not get CPF contributions from your employer being a private hire driver. CPF contributions from your employer is also income! Also, you do not have paid leave, medical leave and maternity leave (for women). You are also missing out on medical benefits as some companies will pay for their employees when they visits the doctor/dentist. 

Health

Many people say it is bad for health to be a driving for long hours. It could be because of those extreme long hours of driving, tahan your poop and pee, lack of exercise and movement, some even say about the air in the car is bad! etc. Even the PDVL course from STA wants to test you to about high cholesterol, diabetes and high blood pressure! 

Safety

You will be spending hours and hours in the car, on the road driving. They say the road is like a tiger's mouth. 马路如虎口 Always open and ready to eat you! Driving for long hours will make you fatigue, ever see those people driving like a snake? A mistake like beating the traffic light will cost you demerit points and a hefty fine. An accident will make you lose thousands of $$$ or even cost your life and others. Rest well and drive safely. Be a responsible road user!

Career Prospect

There is no career prospect being a private hire driver or taxi driver. Let's face it, there isn't a senior private hire driver or private hire driver manager position that will increase your income. If you want more income, the best method is to drive more hours!

Lone Ranger

You do not have colleagues to talk to or work together on projects and events. You are the lone ranger in your car driving for your own pocket. It can get lonely at times when you want to speak to someone else about your emotions and feelings.

Nasty Riders/Passengers

You will be fetching all sorts of people. Some are good, friendly, understanding while some are ummm... cheap and demanding, unreasonable, drunks, smelly, dirty, etc. Some riders bring their kids along and doesn't care if the kid jumps and kick or dirty your car. I ever fetch a lady that tried to eat a meal by trying to hide behind my seat! A bad rider can ruin the mood of a nice driver vice versa!

The Future of Ride Hailing App

Some say Uber/Grab is a fashion trend and will disappear like luohan fish and bubble tea. I don't know how true is it. There are many billionaires that have invested in both companies and LTA is also regulating this industry. Are they silly to invest time, money and resources to these companies? Did anyone expect the outcome of Nokia and Kodak back in the days? Nobody knows what is going to happen in the future.

What's it like to attend the PDVL course at STA?

Few days back I attended the PDVL course I booked 9th July 2017.

The night before, i was checking out the parking charges at STA which is located at The Herencia.
I found out there was no suitable or better parking locations around that area.
So my options are either public transport/grab or uber/taxi/drive my own car to reach there.

I found out public transport was not convienent for me as I had to take a train and change a bus.

Taking PHV/Taxi there will cost me $10 and the return trip will cost more as The Herencia is located at Kim Yam Road which always surge during peak hours.

I figure the parking fee will cost me $18 for the entire duration for the course so it makes sense for me to drive my own car there!

The course starts at 9:00am and I was told to arrive 15 minutes early.

I left home at 8:20am and planned to take CTE there but there was an ERP gate that will cost me $6!
Unwilling to pay the ERP toll, I took the PIE to Stevens Road instead and was delayed as the traffic was little heavy there.

I was informed to be on time else I might not be allowed to take the course and I zoom zoom my way there.

I reached STA at 8:50am but realised many people was not there yet.
The latest person that showed up was around 9:30am and he was allowed to enter the classroom!
(Why did I rush?!)

The instructor was there chilling and he started giving out a book and few notes to us.
We were asked to sign beside our name after taking those items.

This course is from 9am-6pm with couple breaks in between.
Be prepared to stay there for a whole day!

Class schedule

Take note that you are required to wear a collar shirt,long pants and covered shoes.

The instructor was very strict on this rule and some had to go to their car to take a jacket with collar to enter the classroom.

During the breaks, some went downstairs to smoke, other drank coffee from  the machine which was reccomended by our instructor. He says it's the best in STA, takes a minute to grind the coffee into powder and brew! It is $1 and accept $2 notes.

Lunch was provided by Uber and Grab. Totally free! 

Uber has a small buffet table behind the room where people take the test with many iPads on the table.

Grab provides lunch boxes and free drinks in the chiller.

You can eat at any side you wish regardless which platform you are driving for.

According to our instructor, one day is simply not enough to cover the entire course. 

So he will only teach us what topics/chapters to study. (Like giving tips)

And we have to go back and study on our own.

He said most classes will only have about 2-5 pass on the first time.

We had about 20+ in our class that day.

So don't expect it to be an easy pass!

Our instructor went on to share his experience in the industry and telling us many interesting stories.

So 50% of the time wasn't on learning the course... but it was still enjoyable.

I wanted to leave around 3pm as I was starting to get bored 

(remember I have signed on the attendance sheet already)

But I stayed on the entire course until 6pm.

At 6pm, the instructor pass the attendance sheet to us again and asked us to sign twice in the two boxes beside our name. That's actually the important one, the first signature was for collecting the materials!

Luckily I never ran off half way!

Anyway, you will only have to sit for the course once and you can simply retake the test if you fail.

When I exited the carpark, it was $17.50 as I expected. 

But i did not expect their carpark machine does not accept my Citibank SMRT EZ-Reload card!

Luckily I have a spare cashcard and that got me out of STA.

True enough, it was surging at 1.9X during that time and I picked up a rider and start driving for Uber right out of the Herencia. Awesome!

Our test is a week after the course and I will have to try my best to read the books.

Hope I can pass in one try!
